An impatient federal appeals court in Washington told the Federal Energy Regulatory Commission to order natural gas producers to finish making about $1 billion in refunds owed for the last 2 1/2 years. “The law requires the ordering of refunds at the earliest possible moment. That moment has come and gone,” said the unsigned order of a three-judge panel of the court.
