Greece has refused refueling facilities to a British navy auxiliary ship taking part in North Atlantic Treaty Organization exercises, a virtually unprecedented snub of one alliance member by another, NATO sources said. They said the ship Green Rover had asked to refuel at Souda Bay, Crete, where Greek and U.S. forces have facilities. Greece refused, forcing the ship to go to the Turkish port of Izmir, the sources said. Greece’s Socialist government has declined to take part in the exercises becauses of differences with NATO member Turkey.
