The Planning Commission has turned down a developer’s request to build a 200-room hotel that would exceed the city’s 45-foot height limit by two feet. The developer of the proposed Belvedere hotel, at 9876 Santa Monica Blvd., said he would appeal the commission’s decision to the City Council.
