Mortgage rates fell slightly in early October.

The Federal Home Loan Bank Board said fixed-rate mortgages for homes fell to 12.61% in early October from 12.65% in September. Rates for the most popular adjustable-rate mortgage declined to 10.59% in October from 10.6% in September, hitting the lowest level since the government began tracking adjustable-rate mortgages in 1983.
