Democrats Block Confirmation of Heckler as Envoy

WASHINGTON — Senate Democrats blocked confirmation of Margaret M. Heckler as U.S. ambassador to Ireland on Friday in retaliation for Republican refusal to approve CIA counsel Stanley Sporkin as a federal judge.
The partisan standoff delayed until at least Monday Senate action on Heckler, Sporkin, 18 other nominations to the federal bench and two other ambassadorships. Heckler, former secretary of health and human services, faces no opposition as the next ambassador to Ireland.
