State lottery money should be used to launch a statewide campaign against drug abuse in schools particularly hard hit by the problem, Los Angeles County Sheriff Sherman Block said. Block told the state attorney general’s Commission on the Prevention of Drug and Alcohol Abuse during a Los Angeles hearing that a full commitment to drug abuse prevention “is our only hope.” Los Angeles Police Chief Daryl F. Gates said the problem of drugs in schools “is a terrible, terrible plague that is upon us. And you and I have failed to do anything about it.”
