Soviets Recall Arms Negotiator

GENEVA — Chief Soviet arms negotiator Viktor P. Karpov flew back to Moscow today for consultations. An official Soviet source said one reason was “certainly” President Reagan’s plans to abandon the 1979 Salt II treaty.
Despite Karpov’s departure, the arms talks continued as normal and the Soviet side in Geneva has said nothing officially or privately about any possible collapse of the talks, which began March 12, 1985.
