A mother and her 18-month-old daughter were in custody as suspected stowaways hours before the woman allegedly killed the child in their cabin on the cruise ship Emerald Seas, which had been damaged five days earlier by a fire, court documents showed. Carol Ann Washington, 28, of Detroit, a former mental patient, according to the documents, was ordered by a federal magistrate in Miami to undergo psychiatric tests.
