San Francisco’s Juvenile Hall violates the civil rights of children with “unconstitutional conditions of confinement,” the U.S. Justice Department advised Mayor Dianne Feinstein. The memo said inmates at the Youth Guidance Center are confined to cell-like “cottages” and denied restroom facilities for minor infractions. It said their complaints often bring the loss of phone privileges and the interception of mail. The department threatened legal action against the city if remedial measures are not taken.
