Maj. Gen. Robert Wagner has criticized the Army’s reserve forces, the training of its active troops and its operating procedures in a confidential letter requested by his commanding officer, Gen. Carl Vuono, leader of the Training and Doctrine Command, the New York Times reported. “Our reserve components are not combat-ready, particularly National Guard combat units. . . . The Army must solve the problem of disparate readiness levels among our major combat formations,” Wagner was quoted as writing.
