The House approved and sent to the Senate legislation strengthening protections for government employees who blow the whistle on government waste or wrongdoing. The measure came in response to complaints that an office set up to protect workers who report waste or mismanagement has failed to provide adequate protection. A congressional review found that few federal workers qualify for legal representation by the Office of Special Counsel at the Merit Systems Protection Board, and that the office functions more to protect employers than employees.
