Mozambique accused South Africa of infiltrating commandos into its capital of Maputo and planning an air raid on the city, but a military spokesman in Johannesburg dismissed the charge as “a severe attack of nerves.” Mozambique President Samora Machel’s government placed the armed forces on alert and broadcast a statement urging civilian vigilance. It said that South African informants have warned of a planned attack aimed at replacing Machel with a “puppet regime.” The neighboring countries agreed in 1984 not to support insurgents in each other’s territory.
