Republican Robert Neall conceded defeat in the tight race in Maryland’s 4th Congressional District, declining to seek a recount even though he lost to Democrat Tom McMillen by a narrow margin. “The votes were checked and counted very much to my satisfaction,” Neall said. “I’m one to take the lumps dished out to me in stride.” McMillen, who won the Nov. 4 election by 428 votes out of more than 129,000 cast, said he was “glad that it’s over and that now we can really begin the transition and concentrate on serving the people of the 4th District.”
