City officials are proposing a major plan to fight the spreading AIDS epidemic in San Francisco. They propose to boost AIDS prevention and treatment efforts for women, children, drug abusers and minority groups. The plan includes not just hospitals but small neighborhood health centers, outpatient facilities and community clinics. The plan, the city’s first effort to set formal goals to fight acquired immune deficiency syndrome, is based on recommendations by victims of the fatal disease. “It is a comprehensive look at the AIDS problem--a solid and important planning document based on needs of the community,” said Dr. David Werdergar, city health director, who will present the report Tuesday to the Health Commission.
