Fluor Daniel, a unit of the Irvine-based Fluor Corp., has received a $3-million contract from Potomac Electric Power Co. of Washington to do preliminary engineering designs for an approximately 375-megawatt coal gasification power generation plant. The power plant will be built in Montgomery County, Md., and will be able to run on coal, oil or natural gas--depending on which fuel is least expensive--according to Fluor spokesman Rick Maslin.
