The World : New Kremlin Arms Envoy

The Soviet Union has replaced its chief arms negotiator at the U.S.-Soviet arms control talks in Geneva and has asked Washington to upgrade the U.S. delegation, U.S. officials said. Reagan Administration officials said Moscow informed the State Department that First Deputy Foreign Minister Yuli M. Vorontsov will replace Viktor P. Karpov as delegation leader. The Soviets also suggested that the Administration replace U. S. delegation leader Max M. Kampelman, officials said, but added there are no plans to do so. The sources said Vorontsov’s selection is seen as a Soviet attempt to press for progress in the stalled Geneva talks.
