Gardena : Swap Meet Moratorium

The City Council unanimously approved an urgency ordinance Tuesday that places a 45-day moratorium on establishment of swap meets.
The moratorium, suggested by the city staff in response to a wave of swap meet applications , cites concern about the potential for “increased traffic, litter and possible criminal activity.” Other than a permit requirement, the city has no regulations governing swap meets.
During the moratorium, a study will be conducted on possible zoning controls for swap meets. City Atty. Michael Karger said a public hearing will be scheduled within the 45-day period.
Swap meets that are licensed and were in operation before Jan. 1 will not be affected by the moratorium.
