RTD Unveils Improvement Plan

John Dyer, general manager of the Southern California Rapid Transit District, under pressure to resign for alleged mismanagement, unveiled a 12-point plan today that includes hiring a deputy responsible solely for bus operations.
Dyer’s 24-page “performance action plan” also promises major reductions in travel and related expenses by RTD officials, rider complaints, bus accidents, drug use by employees including drivers, absenteeism and other problems. The plan proposes a monthly report card that would assess the RTD’s progress in overcoming its woes.
