Admiral to Be Promoted

WASHINGTON — President Reagan has nominated Rear Adm. Clyde R. Bell for a promotion to vice admiral, the Pentagon announced. Bell, 55, is vice director of the Joint Strategic Target Planning Staff at the Pentagon.
