27 Chinese Students Dead in Ferry Disaster

BEIJING — A youth newspaper disclosed Tuesday that 27 students on a school outing drowned last May when an overcrowded ferry capsized on the Yellow River in northern China. The China Youth News said a report on the disaster has just been issued by the Ningxia regional government, and it blamed bureaucracy for the delay.
The students were among a group of 50 from Ningxia province celebrating the Dragon Boat festival with a trip to the riverside. Ferrymen ignored their pleas to make several crossings and squeezed 60 people, nine bicycles and 15 goats aboard a boat designed to hold only 25 passengers.
