Diversion of Gas Tax Funds

I would agree with your recent editorial in that Orange County residents may be just as fed up with traffic conditions as their neighbors in Los Angeles and San Diego. But can someone please explain just why our gasoline tax revenues, which are specifically earmarked for highway improvements, have been diverted into the general fund?
