A majority of the San Diego City Council supported the idea of outlawing sexual activity at bathhouses as a first step toward closing the establishments to fight the spread of AIDS. The proposal, now pending before the county Board of Supervisors, would require operators of bathhouses to eject any patrons who engage in “high-risk sexual activity.” Failure to expel such patrons could lead to closure of a bathhouse. As defined in the measure, high-risk behavior is defined as anal, oral or vaginal intercourse or contact with urine or feces--all of which have been linked with the spread of the deadly AIDS virus.
