Arizona Gov. Evan Mecham asked for the right to address the full state House before he appears before an impeachment committee, despite his earlier offer to testify with “no conditions.” The first-term Republican, who faces a recall election and a trial on charges he tried to conceal a $350,000 campaign loan, had been asked by committee Chairman Jim Skelly, also a Republican, to testify Monday morning. In a letter to Skelly, Mecham asked that he be given the same chance to address House members as House special counsel William French had two weeks ago.
