If Defense Secretary Frank Carlucci says that the reduced defense budget entails risk (Part I, Feb. 23), then why isn’t he putting up more of a fight? Former Defense Secretary Caspar Weinberger fought Congress for seven years and he would also be concerned over what the next defense secretary inherits. Bring back Caspar Weinberger.
