A proposed community plan for Wilmington calls for revitalization of its central business district, landscaping to separate residences from industry, and financing by the Port of Los Angeles for recreation and other public improvements.
The plan, which updates a 1970 community plan and must be adopted by the Los Angeles City Council, encompasses Harbor City as well, calling for a central shopping center and possibly an industrial park in that community.
