Thomas L. Kubani has been appointed vice president and chief counsel of Lockheed Aeronautical Systems Co. in Burbank. He will oversee the company’s legal staff, public relations and security operations. Kubani, 56, had been the company’s acting head of administration since May, 1987. He joined Lockheed in 1964.
