Assembly
Committee Action:
Problem Youths: The Assembly Human Services Committee approved a bill (AB 3030) by Assembly Speaker Willie Brown (D-San Francisco) to establish four demonstration projects, including one in San Bernardino, to coordinate federal, state and local services to assist problem youths. There would be a $320,000 start-up appropriation. A 4-2 vote sent the bill to the Ways and Means Committee.
Prices: The Assembly Governmental Efficiency and Consumer Protection Committee approved a bill (AB 3115) by Assemblyman Rusty Areias (D-Los Banos) to make it a misdemeanor offense to advertise any item for sale without setting forth the total price to the consumer. A 5-0 vote sent the bill to the Ways and Means Committee.
Surrogate Mothers: The Assembly Judiciary Committee rejected a bill (AB 3200) by Assemblywoman Sunny Mojonnier (R-Encinitas) to outlaw surrogate contracts under which a woman bears a child for a fee for another couple who cannot have one. The bill failed by a 4-4 vote.
Schools: The Assembly Education Committee approved a bill (AB 3800) by Assemblywoman Marian LaFollette (R-Northridge) to appropriate $250,000 for a statewide study to determine if large school districts, including the Los Angeles Unified School District, should be broken up into smaller districts for efficiency and economy purposes. An 11-3 vote sent the bill to the Ways and Means Committee.
Lobbyists: The Assembly Elections Committee rejected a bill (AB 4550) by Assemblyman Byron Sher (D-Palo Alto) to prohibit former state officials from lobbying anyone in state government for 12 months after leaving their state posts. A 4-2 vote was cast on the bill, but six yes votes were required for approval. The author indicated that he would seek reconsideration.
Bill Introductions:
W-4 Tax Forms: AJR 81 by Assemblyman William P. Duplissea (R-San Carlos) would ask the Congress to require the Internal Revenue Service to develop an easily understood salary and wage withholding (W-4) tax form.
Senate
Committee Action:
Voter Registration: The Senate Elections Committee rejected a bill (AB 1204) by Assemblyman Peter Chacon (D-San Diego) to allow Californians to register and vote on the same day to encourage more people to go to the polls. The bill failed by a 1-4 vote.
Fines: The Senate Elections Committee approved a bill (SB 2529) by Sen. Alfred E. Alquist (D-San Jose) to increase fines that can be imposed on politicians by the Fair Political Practices Commission from $2,000 to $5,000 per violation of a 1974 initiative approved by the voters. A 5-2 vote sent the bill to the Appropriations Committee.
Driver’s Licenses: The Senate Education Committee approved a bill (SB 2802) by Sen. Gary K. Hart (D-Santa Barbara) to require students to stay in school, get passing grades and maintain good behavior on campus in order to qualify to obtain driver’s licenses. A 7-1 vote sent the bill to the Appropriations Committee.
