A ballot initiative to raise money to aid the hungry and homeless became the first citizen-sponsored measure to qualify for the Nov. 8 general election, Secretary of State March Fong Eu said. The Housing and Nutritional Assistance Initiative, sponsored by Board of Equalization member Conway Collis, would create a state agency to impose new fines on violations of existing health, safety and building code regulations. The funds, estimated by sponsors at between $50 million and $90 million in the first year, would be distributed to counties for shelter, food and job-training programs.
