To assure the success of this proposed program, and the money which will be invested therein, it should be a requirement that only English be spoken on the school grounds while the students are participating in this effort.
As an immigrant from Germany in 1928, I knew not one single word of English on my first day of school in the U.S.
Yet after one year--without the advantage of a bilingual program--I became fluent in English, receiving A’s and B’s.
The solution? Speaking only German in my home, but the minute I left the house English-only was the rule!
