Vincent Mastrangelo was appointed to the new position of senior vice president in charge of mortgage lending at the 11 retail branches of Pacific Savings Bank, Costa Mesa. Mastrangelo, who joined the bank in 1962, had been vice president of retail mortgage lending before his new position.
