Ales Well in Pubs as P.M. Hours Win OK

LONDON — In what promises to be a minor revolution in national drinking habits, the government will allow pubs to stay open all afternoon beginning Aug. 22.
The move, the first major change in pub licensing laws in England and Wales in 72 years, was announced in the House of Commons Thursday by Home Secretary Douglas Hurd. Since 1916, pubs in England and Wales have had to shut down after lunch and not open again until early evening.
