Egyptian President Hosni Mubarak and Palestine Liberation Organization leader Yasser Arafat met in Cairo to consider the PLO’s plans, possibly including a move to proclaim an independent Palestinian state in the Israeli-occupied territories. ‘We are at the threshold of a new phase of struggle during which a lot of matters, political and geographic, will be decided regarding the Palestinian case,” Arafat said on his arrival in the Egyptian capital. Arafat denied reports from PLO headquarters in Tunisia suggesting that the organization had decided to shelve the idea of a provisional government for the time being.
