The Soviet Union expressed readiness to provide troops for U.N. peacekeeping forces. Soviet Deputy Foreign Minister Vladimir F. Petrovsky told a news conference at the United Nations in New York that Moscow has sought a new approach to “comprehensive global security” that includes making U.N. bodies more effective and the extensive use of the U.N. peacekeepers, winners of the 1988 Nobel Peace Prize. Moscow and Washington have not participated in large-contingent U.N. peacekeeping forces, but they have provided unarmed observers for small monitoring teams such as the U.N. Truce Supervisory Organization based in Jerusalem.
