American Samoa’s former delegate to Congress received a 5- to 15-month prison term for participating in a payroll-padding scheme that prosecutors say earned him $39,000. Fofo I.F. Sunia, 51, a Democrat who served almost four terms in the House, was sentenced by U.S. District Judge Stanley Harris in Washington on his guilty plea to conspiring with his chief aide, Matthew Iuli, to defraud the government of $130,920. The former lawmaker has agreed to pay restitution of $65,000 under the terms of a plea bargain. Sunia resigned his seat in Congress on Sept. 6. Iuli received a three-month prison sentence Monday.
