The British government said British Steel PLC will be privatized in the second half of November. Analysts estimated that the sale could raise $3.4 billion to $4.25 billion (2 billion and 2.5 billion pounds.) Trade and Industry Secretary Lord Young said a prospectus and flotation date would be announced Oct. 28. The sale will mark the largest privatization of an industrial manufacturing company by Prime Minister Margaret Thatcher’s government.
