A 49-year-old La Mirada woman has been indicted by the San Francisco Grand Jury as one of several operators of a teen-age prostitution ring that allegedly counted among its clients the city’s recently retired chief administrative officer and a police officer. The woman, Patricia Jean Mackey, also known as Kim Roberts, faces three pandering counts and one pimping count, authorities said. She is the half-sister and stepmother of Patrick J. Roberts, another accused operator of the brothel. Together, they and others allegedly shuttled under-aged girls among brothels in Idaho, Washington state, the Bay Area and Southern California.
