Tandon Corp. disclosed it expects to post a “substantial loss” for the third quarter ended Sept. 30, mostly because of unexpectedly soft sales of its personal computers in Europe. The Moorpark company said the high cost and shortages of computer chips also contributed to the loss. Separately, the company said it arranged a $45-million line of credit with Dresdner Bank AG of Frankfurt and a consortium of banks in Vienna.
