Most Israeli public opinion polls concluded that Labor Alignment leader Shimon Peres bested Prime Minister Yitzhak Shamir, head of the Likud Bloc, in a televised debate Sunday. Both rightist Likud and center-left Labor declared victory after the 30-minute debate, supporting their claims with their own polls. An independent telephone poll by the newspaper Maariv showed Peres with 48% and Shamir with 41.5%. But only 8% of those polled said they would change their vote in the Nov. 1 general election as a result of the debate.
