Iran and Iraq ended a week of peace talks in stalemate, failing to agree on a troop withdrawal or an exchange of prisoners of war. Following a face-to-face meeting between the Iranian and Iraqi foreign ministers in Geneva, U.N. Secretary General Javier Perez de Cuellar said the talks had produced a “reaffirmation of the commitment” to the 2 1/2-month-old cease-fire in the Persian Gulf War. But, before leaving for New York, he told reporters, “I would mislead you if I would tell you that we have had fantastic progress.” Perez de Cuellar had warned both sides that the Aug. 20 cease-fire was fragile and urged them to make concessions to nudge the stalled talks forward.
