NEED A HAND? Caltrans and the CHP aren’t just being friendly when they provide stalled motorists with free repairs, free gas and free tows (B1). . . . Caltrans estimates that for every minute a vehicle is stalled in a freeway lane, traffic is backed up for four minutes. Because the average stall lasts 20 minutes, “that equates to keeping the freeway tied up for well over an hour, even after everything has been cleared,” the CHP said.
