Prop. 103 Judge Rejects Removal Attempt: Superior Court Judge Miriam Vogel on Thursday rejected an attempt by Roxani M. Gillespie, state insurance commissioner, to remove her from hearing two cases challenging her implementation of the Proposition 103 rate-cutting initiative. Karl Rubinstein, Gillespie’s attorney, said he would have to consult with his client to determine whether to appeal. (Filed Jan. 16, 1990. Case No. C749248.)
