Fee Proposed for Futures Transactions: The Bush Administration’s 1991 budget seeks an 11-cent-per-transaction fee on futures trades to cover the expenses of the Commodity Futures Trading Commission, which oversees the nation’s futures markets. Spending for CFTC would increase by about $7.7 million to $44.5 million.
