Operators of a hazardous waste dump alongside San Pablo Bay in Contra Costa County have agreed to pay more than $6 million to complete closure of the site, state officials said. The site was operated as a waste dump from 1952 to 1987. In a suit filed last fall, the state accused the operator, Richmond Sanitary Service, of failing to get the required approval from the state Health Services Department for its closure plan.
