Gwendolyn Wells White, an educator and manager for the past three years with the nonprofit Community Housing Services in Pasadena, has been promoted to direct the agency’s State Funded Child Development Programs. She will oversee 25 employees and a $1.5-million budget for 60 providers of child development programs in the Pasadena area and South-Central Los Angeles, as well as in Madera and Lassen counties.
