ARLINGTON, Tex. — Shuwa to Build Apartments: Shuwa Investments Corp., a Japanese concern that has invested heavily in “trophy” properties in the United States, said it plans to start developing apartments, beginning with a “high-quality” complex at an 81,000-square-foot property on Wilshire Boulevard in West Los Angeles. Shuwa, which owns the Arco Plaza in Los Angeles, said the move into apartments is a “logical expansion” for the company.
