P.M. BRIEFING : Polish Cabinet Shake-Up Starts

WARSAW — Poland’s agriculture minister resigned today over the Solidarity-led coalition government’s handling of protesting farmers, the first casualty of a Cabinet shake-up that could involve as many as nine ministers.
Agriculture Minister Czeslaw Janicki, in a speech to the Sejm, or lower house of Parliament, blamed both the government and farmers for the worst crisis yet in the government of Prime Minister Tadeusz Mazowiecki.
Mazowiecki is expected to announce other changes in the 23-member Cabinet during a major policy speech to the Sejm on Friday.
The prime minister met for two hours Tuesday with President Wojciech Jaruzelski to discuss the growing crisis, caused partly by continued criticism by Solidarity leader Lech Walesa that too many communists remain in the government.
