MOSCOW : Tying Up Loose Ends

West German Foreign Minister Hans Dietrich Genscher is due in the Soviet capital on Friday to lay the groundwork for the final round of international negotiations on German reunification.
He is to discuss the agenda for a Sept. 12 meeting, also in Moscow, of the two Germanys and the four victorious World War II powers--the Soviet Union, United States, France, and Britain.
The West German government has already announced that the first, unified German elections will be held Dec. 2, ending heated political squabbling on that score. Moscow has also agreed to NATO membership for the unified country. But details must still be worked out on matters such as the gradual withdrawal of 360,000 Soviet troops from German soil and German financial help for their relocation.
