Daryl Gates’ Comments on Drug Users

What message is Gates, L.A.’s highest law enforcement officer, trying to send us? That he believes casual drug use is the worst crime there is? Worse than murder, rape, drive-by shootings, drunken driving, child abuse or looting a savings and loan at a cost of billions to the American taxpayer?
