Werner Kuhn, 47, who became director of the Orange County Lesbian and Gay Community Services Center after moving to Southern California from New York in 1985. An attorney, Kuhn had served with the New York State Department of Environmental Conservation and as chairman of the Albany County Mental Health Assn. He also helped found the California Assn. of AIDS Agencies. In Los Angeles on Sunday of complications of AIDS.
