WASHINGTON — Secretary of State James A. Baker III today scrambled his travel plans to arrange for meetings in Moscow next week on the Persian Gulf crisis with Soviet President Mikhail S. Gorbachev and Foreign Minister Eduard A. Shevardnadze.
Baker also will meet in Cairo on Tuesday with Chinese Foreign Minister Qian Qichen.
The additions to his schedule reflect stepped-up U.S. efforts to pressure Iraq to end its three-month occupation of Kuwait. Baker is also going to the Persian Gulf to see leaders of Saudi Arabia, Bahrain and the ousted Kuwaiti government, to Egypt and to Turkey, Britain and France.
